Section 18(b) in Bihar High Schools (Constitution, Powers and Functions of Managing Committee) Rules, 1964
(b)Any vacancy in the membership of the committee for whatever reason it might be, or non-participation by any member on the working of the committee for any reason whatsoever, shall not prevent the committee, after it has been constituted for the first time, from exercising its powers and functions and shall not invalidate the actions taken in the exercise of such powers and functions.
