- The Federation shall determine the procedure for the conduct of its business in respect of other matters;Provided that-(i)all decisions shall be taken by a majority of voter and in the case of an equality of votes the President shall have a second or casting vote; and(ii)every proposal in a meeting shall be duly seconded.
