12. Construction of the water-course by private arrangements.
- [Section 12] - If the applicant has obtained consent of the owners of the lands likely to be affected by the work mentioned in Rule 11, the Irrigation Officer shall cause notice to be served on the owners of the lands and after causing such summary inquiry as he considers necessary shall permit the applicant in Form No. 'E' to either execute the work at his cost or in case of private arrangement, according to such agreements as might have been made between them.
