Section 71 in The Rajasthan Municipalities Accounts Rules, 1963
71. General principle.
- As a general rule, no authority may incur any expenditure or enter into any liability involving expenditure from municipal fund until the expenditure has been sanctioned by general or special orders of the competent authority and the expenditure has been provided in the authorised grants and appropriations for the year.
