Surya Kant, J. (Oral)

The petitioner who is working as a Head Constable in Punjab Police, seeks grant of two annual increments on completion of 8 & 16 years of service, as well as his promotion as Head Constable with effect from 1.9.1989 instead of 4.12.1989.
