Section 14(1) in The Merchant Shipping (Control of Pollution by Noxious Liquid Substances in Bulk) Rules, 2010
(1)Every ship certified to carry substances of Category X, Y or Z shall have on board a Manual approved by the Central Government and such Manual shall have a standard format as in Schedule-II.
