The statements in Form No. 13 and Form No. 15 referred to in Rule 3 and 3-A respectively, as finally published after consideration of the objections and suggestions invited therefor, shall be submitted to the Commissioner by such date as the Commissioner may fix which shall not, unless the Commissioner otherwise directs, be less than six weeks before the date fixed for issue of the order under Rule 13.]
