Section 17(a) in The Bihar Excise (Settlement of Licences for retail sale of Country/Spiced country liquor) Rules, 2004
(a)The recommendation to grant exclusive privilege of retail sale for the shop or group of shops to the person bidding highest, and accepted under Rule 16, shall be sent to the Commissioner of Excise by the Licensing Officer, and after his acceptance a licence will be issued.
