Section 15(1) in The Rajasthan Molasses Rules, 1985
(1)On receipt of an application under rule 14 the District Excise Officer may make such inquiries as he deems necessary and if he is satisfied that there is no objection to grant the licence applied for, he may, grant a licence in Form M-V on payment of a fee of rupee 1/-.
