(2)Nothing in this section shall prevent the transit by railway through an infected area or place or any animals or things :Provided that where any animal or other thing referred to in Sub-section (1) while in transit through an infected area or place is unloaded therein, it shall not be removed therefrom save in accordance with Sub-section (1).
