28. Opening of ballot boxes.
- Before any ballot box is opened at a counting table, the Returning Officer shall satisfy himself that none of the ballot boxes has, in fact, been tampered with. Then at the hour appointed for the counting of votes, the ballot boxes shall be opened one by one in the presence of the candidates or their agents, votes polled taken out and put in a big tray. After taking out all the votes polled, the ballot box shall be shown empty to those present. The Returning Officer shall, then, verify the ballot paper account submitted by the Presiding Officer under sub-rule (5) of rule 25.
