Section 13(a) in The U.P. Coal Control Order, 1977
(a)enter upon and inspect any premises on which he has reasons to believe that coal has been or is being or is likely to be kept, stored, distributed, disposed of or to and from which coal has been or is being, or is likely to be removed or transported;
