Section 3(3) in The Jute Packaging Materials (Compulsory Use In Packing Commodities) Rules, 1987
(3)A casual vacancy occurring in the office of the Chairman or any other member of the Committee by death, resignation or otherwise shall be filled by fresh nomination and the person nominated to fill that vacancy shall hold office only for the remainder of the term for which the Chairman or, as the case may be, the member whose place he takes, was nominated.
