" किन्तु खेद है कि अभिभाषण में तेजी से बढ रही जनसंख्या को नियंत्रित करने की नीति तथा परिवार नियोजन कार्यक्रम को प्रोत्साहित किए जाने के बारे में कोई उल्लेख नही है । " (२८५) २०. कि प्रस्ताव के अंत में निम्नलखित जोङा जाए, अर्थात ;-

" किन्तु खेद है कि अभिभाषण में एक विशेष अवधि के पश्चात राजभाषा हिन्दी के लिए संवैधानिक प्रावधान को कार्यान्वित किए जाने और उच्चतम न्यायालय तथा उच्च न्यायालय में राजभाषा हिन्दी के प्रयोग को अनुमति दिए जाने के बारे में कोइ उल्लेख नही है । " (२८८) २३. कि प्रस्ताव के अंत में निम्नलखित जोङा जाए, अर्थात ;-
" किन्तु खेद है कि अभिभाषण में विश्व की प्राचीनतम भाषा संस्कृत को बढ़ावा दिए जाने के बारे में कोई नीतिगत घोषणा किए जाने का कोई उल्लेख नही है । " (२८९) २४. कि प्रस्ताव के अंत में निम्नलखित जोङा जाए, अर्थात ;-
" किन्तु खेद है कि अभिभाषण में संविधान की आठवी अनुसूची में पांच करोड़ लोगों की मातृभाषा राजस्थानी को शामिल किए जाने के बारे में कोइ उल्लेख नही है । " (२९०) २५. कि प्रस्ताव के अंत में निम्नलखित जोङा जाए, अर्थात ;-
" किन्तु खेद है कि अभिभाषण में लोकपाल विधेयक को पारित करके और लोकपालों की नियुक्ति करके भ्रष्टाचार को जड़ से मिटाने के ठोस उपाय किए जाने के बारे में कोइ उल्लेख नही है । " (२९१) २६. कि प्रस्ताव के अंत में निम्नलखित जोङा जाए, अर्थात ;-
" किन्तु खेद है कि अभिभाषण में राजस्थान, जो क्षेत्रफल के हिसाब से सबसे बड़ा राज्य है और जो सबसे अधिक सूखा पीड़ित है और थार रेगिस्तान जिसका एक हिस्सा है, को विशेष आर्थिक पैकेज दिए जाने के बारे में कोइ उल्लेख नही है । " (२९२)
२७. कि प्रस्ताव के अंत में निम्नलखित जोङा जाए, अर्थात ;-
" किन्तु खेद है कि अभिभाषण में राजस्थान के गांवों में, जहां फ्लोराइड मश्रित पानी पीने के लिए उपयोग में लाया जाता है, में एक निर्धारित समय सीमा के अंदर पीने के पानी की समस्या हल करने के बारे में किसी ठोस योजना बनाए जाने के बारे में कोइ उल्लेख नही है । " (२९३) २८. कि प्रस्ताव के अंत में निम्नलखित जोङा जाए, अर्थात ;-
" किन्तु खेद है कि अभिभाषण में देश में, विशेषत: अरावली के पहाड़ी क्षेत्रों में खनिज सम्पदा की खोज, उसके दोहन और खनन के बारे में कोई नीति बनाए जाने के बारे में कोइ उल्लेख नही है । " (२९४) २९. कि प्रस्ताव के अंत में निम्नलखित जोङा जाए, अर्थात ;-
" किन्तु खेद है कि अभिभाषण में देश में युवाओं में बढ़ते असंतोष को कम करने और उन्हें निर्माण कार्यो की ओर प्रोत्साहित करने के लिए किसी ठोस राष्ट्रीय युवा नीति बनाए जाने के बारे में कोइ उल्लेख नही है । " (२९५) ३०. कि प्रस्ताव के अंत में निम्नलखित जोङा जाए, अर्थात ;-
" किन्तु खेद है कि अभिभाषण में बढ़ते आतंकवाद से द्ृढ़ता से निपटने और उसे कुचल देने के लिए पोटा का कोई ठोस विकल्प बनाए जाने के बारे में कोइ उल्लेख नही है । " (२९६)
