श्री बंस गोपाल चौधरी (आसनसोल): महोदया, आज कोयला शिल्प के बारे में प्रश्न था, यह बहुत गंभीर विषय है। आज प्रश्न काल में रिएक्शन की बात हो रही थी। आज देश में कोयले का भाव 15 फीसदी बढ़ गया है। हम देख रहे हैं कि कोयला मंत्रालय और सरकार के कारण कोयला क्षेत्र में प्रॉबलम्स हैं। हमने इसके बारे में सदन में चर्चा की है और हम देख रहे हैं कि हमारे कोयला क्षेत्रों में चारों तरफ आग जल रही है। एक तरफ करोड़ रुपए की नेशनल प्रॉपर्टी, कोयले की वेस्टेज हो रही है और दूसरी तरफ पिछले साल कोल इंडिया को पांच हजार करोड़ रुपए वार्षिक मुनाफा हो चुका है और अब 15 फीसदी कोयले का भाव बढ़ा दिया है। अब एन्टायर इकनॉमी में कैसकेडिंग अफेक्ट होगा क्योंकि अभी एक तरफ इंडस्ट्री को कोयला नहीं मिल रहा है, स्माल और मीडियम इंडस्ट्री को कोयला नहीं मिल रहा है, इल्लीगल माइनिंग हो रही है और दूसरी तरफ देश में प्राइस राइस हो रहा है और इतनी महंगाई के बाद सरकार ने कोयले का 15 फीसदी भाव बढ़ा दिया है। हम लोग पूरी तरह से इसका विरोध करते हैं। हम चाहते हैं कि सरकार इसे रोकने के लिए कुछ बंदोबस्त करे। हमारे देश को नुकसान हो रहा है, नेशनल प्रॉपर्टी में, कोयले में आग जल रही है। आज हर एक कोयला क्षेत्र में आग जल रही है और कोयला क्षेत्र की तरफ सरकार ध्यान नहीं दे रही है। हम देख रहे हैं कि कोयला क्षेत्र में करोड़ रुपए के कोयले का नुकसान हो रहा है। इंटर ईस्टर्न कोल फील्ड्स, बीसीसीएल और साउथ ईस्टर्न कोल फील्ड में एक तरफ भ्रष्टाचार है, कोयले का नुकसान हो रहा है और दूसरी तरफ सरकार ने कोयले के दाम बढ़ा दिए हैं। हम बहुत जोर से इसका विरोध कर रहे हैं। हमने इससे पहले भी चर्चा की है। हम चाहते हैं सरकार इसके खिलाफ कदम उठाए और कुछ बंदोबस्त करे। हम चाहते हैं कि कोयला क्षेत्र की तरफ सरकार ध्यान दे लेकिन सरकार ध्यान नहीं दे रही है इसलिए हम इसका विरोध कर रहे हैं।

SK. SAIDUL HAQUE (BARDHMAN-DURGAPUR): Madam, in the month of October the Coal India Limited has increased the value of coal by 15 per cent as a result of which the price of controlled coal has increased from Rs.2000 per tonne to Rs.2300 per tonne. Madam, 60 per cent of the coal will be available at such a rate and for the other 30 per cent of the coal the State Governments will have to sign an MoU with the Coal Authority. The price of such coal will be Rs.4800 per tonne. For other 10 per cent coal the Government will have to depend on the imported coal which will have to be purchased at a price fixed by the foreign countries. Such an increase in price of coal will affect the large section of people because most of the energy produced is based on coal. Such an increase in price of coal will inevitably increase the price of electricity. In the meantime, the NTPC and DVC have increased the per unit rate of electricity by 90 paise. All over the country coal is the main source of production not only in energy but also in basic and heavy industry. Hence, such an action on the part of the Coal India Limited will hamper the overall growth of the nation.

SK. SAIDUL HAQUE : Coal India has made a profit of Rs.5744 crore last year. They have a saving balance of Rs.30,000 crore. So, why such a policy and price increase?
MADAM SPEAKER: Hon. Members, I had just said that you should not cross between the Chair and the hon. Member who is speaking.
SK. SAIDUL HAQUE : Such increase is not only illogical but also detrimental to the development of the nation. Many States like West Bengal will be worst sufferers of such a decision. Another question is why import coal from other countries when we have a great coal belt and coal reserve? So why not more coal be lifted in a planned manner in accordance with the demand of the country? Why is this dependence of coal on foreign countries?
In such a situation, I urge upon the Government to withdraw increase of price of coal and also change the policy of supply of coal to States as envisaged by the Coal India Limited. The Government should come forward to form a Regulatory Authority for determining the price of coal. The Government should take action to strengthen the lifting of coal from the coal reserve. So, I urge upon the Government to immediately withdraw the price increase in the field of coal.
