Section 81(a) in The U.P. Kshettra Panchayats And Zila Panchayats Adhiniyam, 1961
(a)unless provided otherwise by this Act or prevented by reasonable cause;(i)to convene and preside at all meetings of the Kshettra Panchayat and of such of its Committees as may be prescribed in this behalf; and(ii)otherwise to control in accordance with any regulation made in this behalf the transaction of business at all meetings of the Kshettra Panchayat.
