(2)In any case where the issuing authority refuses or withdraws a certificate, the issuing authority shall communicate the same to the applicant or holder of the certificate and such communication shall specify the reason for refusal or withdrawal of the certificate and shall state that, upon written request by the applicant or the holder of the certificate, a hearing before the issuing authority will be held within twenty one days after the date of the request.
