Section 16(1) in The Kerala Panchayat Buildings Rules, 2011
(1)The Panchayat shall, if the Secretary makes delay in granting or refusing approval for a building site, neither gives nor refuses permission to execute any work within [fifteen days] [Substituted 'thirty days' by Notification No. G.O.(P) No. 81/2017/LSGD, dated 31.10.2017 (w.e.f. 14.2.2011).] from the date of receipt of the application, on the written request of the applicant, be bound to determine whether such approval or permission should be given or not.
