Section 100D(1) in The Orissa Narcotic Drugs and Psychotropic Substances Rules, 1989
(1)Every recognised medical institution shall designate one of more qualified medical practitioner who may prescribe morphine for medical purposes, when more than one qualified medical practitioner have been designated, one of them shall be designated to remain in over-all charge.
