Section 56(1) in Andhra Pradesh Municipal Councils/Nagar Panchayats (Conduct of Election) Rules, 1965
(1)After the Election Officer has completed the scrutiny and counting of votes, he shall prepare a return of the results of the polling in Form XVII and shall, subject to the provisions of Rule 60 declare that the candidate who has secured the largest number of valid votes has been duly elected.
