Section 21(4) in The Meghalaya Cinemas (Regulation) Rules
(4)No addition to or alteration of any part of the Cinematograph apparatus and its appurtenances or of the lighting or other electric arrangements shall be made without the sanction of the Licensing Authority.The licensee shall give notice in writing to the Licensing Authority of his intention to make any such addition or alteration and the Licensing Authority shall not give sanction thereto unless an officer or competent jurisdiction of the Department of Electricity certifies that the addition or alteration is in accordance with the provisions of these rules.
