(n)"prospecting license" means a prospecting license as defined by the [rules made, from time to time, under section 13 of the Mines and Minerals (Regulation and Development) Act, 1957 (Central Act LXVII of 1957),] [Substituted by Rajasthan Act 43 of 1976.] covering mica, granted by State Government and "prospecting licensee" means a person holding a prospecting license:
