Section 15(a) in Rules for Delegation of Administrative and Financial Powers, in the Assam Agricultural University, 1982
(a)The V.C. shall have powers to appropriate sums provided in the sanction estimates during the financial year to meet expenditure on each item upto the amount provided for in the sanctioned estimates.
