Section 11(2) in The Fertilizer (Control) Order, 1985
(2)On receipt of such application, together with such fee and certificate of source, the registering authority ["or, as the case may be, the controller"] [Inserted by S.O. 795(E), dated 22nd November, 1991.] may renew the certificate of registration :Provided that a certificate of registration shall not be renewed, if the holder of the certificate of registration did not sell any fertilizer during the period of one year immediately preceding the date of expiry of the period of validity of the certificate of registration sought to be renewed.
