Section 15(3) in The Orissa Municipal Delimitation of Wards, Reservation of Seats and Conduct of Election Rules, 1994
(3)At any given time the final roll as published by the Election Officer read with addition and corrections published as aforesaid upto such time shall be conclusive proof of the title of every person included therein to vote.
