Section 41 in The Netaji Subhas Open University Act, 1997
41. The First Chancellor.
(1)The Governor of West Bengal holding Office at the date of publication of this Act in the Official Gazette shall be the first Chancellor of the University.(2)The first Chancellor shall exercise all the powers conferred on the Chancellor by or under this Act. For the first constitution of the Executive Council, the Academic Council and other authorities of the University, the first Chancellor shall nominate members thereof in accordance with the provisions of this Act.
