(1)The Board may, either before or after institution of the proceedings, compound any offence under this Act:Provided that no offence shall be compounded unless the offender has paid all dues including penalties payable by him and compensation as the Board may consider necessary, having regard to the facts and circumstances of the case and indemnities the Board against any damage for which the Board may be liable on account of his action.
