Section 29(4) in The Rajasthan Self-Financed Private Universities Ordinance, 2004
(4)The Vice-chancellor shall either modify the Ordinances incorporating the suggestion of the State Government or give reasons for not incorporating any of the suggestions made by the State Government and shall return the First Ordinances alongwith such reasons, if any, to the State Government and on receipt of the same, the State Government shall consider the comments of the Vice-chancellor and shall approve the First Ordinances of the university with or without such modifications and them the First Ordinances, as approved by the State Government shall be published by the State Government in the Official Gazette and upon such publication the Ordinances shall come into force.
