Section 27(a) in The U.P. Avas Evam Vikas Parishad (Raising of Loans) Rules 1972
(a)The State Government shall issue a notice to the Board prohibiting the collection or management of such funds and vesting the administration thereof in such officer as they appoint. The State Government shall cause such notice to be published in the Gazette and in such other manner as it may deem fit within the area in which the Act is in force.
