Section 10(3) in The Manipur Hill Areas Autonomous District Council Act, 2000
(3)Save as otherwise provided in this Act, every person whose name is, for the time being, entered in the electoral roll of a Constituency shall be entitled to vote in the election of a Member of the District Council from that Constituency.
