6. Appeal.
(1)Any person aggrieved by an order made under Section 3, Section 4 or Section 5 may appeal to the Commissioner within fifteen days from the date of such order.(2)The Commissioner may either confirm the order with or without modification or set it aside and may pending disposal of the appeal stay the operation of the order subject to such terms, if any, as he thinks fit.
