Section 51(1) in The Rajasthan Land Revenue (Payments, Credits, Refunds & Recovery) Rules, 1958
(1)Proposals for transfer under section 234 shall not be made by the Collector until the arrears due have been paid by the proposed transferee. If the proposal to transfer is not sanctioned, the amount so paid shall be refunded by order of the Collector.
