Section 3(1)(c) in The Orissa Glanders and Farcy Rules, 1941

(c)give information as soon as possible at the Police Station in whose jurisdiction the said horse is, to an officer-in-Charge of a Police-Station, or to an Inspector, if he be nearer than the said Police Station, that such horse is diseased or suspected of being diseased.
