Section 21(1) in The Delhi Agricultural Produce Marketing (Election) Rules, 2000
(1)A contesting candidate or his election agent may appoint one counting agent at each polling station and not more than two persons as his counting agents with the returning officer in Form '4' in duplicate, one copy of each shall be forwarded to the returning officer, while the other copy shall be made over to the counting agent for production before the presiding officer not later than one hour before the time fixed for counting under Rule 50 (1).
