Section 14(1) in The U.P. Harijan and Social Welfare Gazetted Officers Service Rules, 1991
(1)Direct recruitment to the posts specified at Serial Nos. 7 and 8 in the Appendix shall be made through the Combined State Services Examination conducted by the Commission.
