However, the petitioner shall be granted exemption from personal appearance before the court below on all posting dates except when his presence is necessary for the progress of the case, if the petitioner surrenders before the court below within 30 days and files petition in this regard. It is further directed that if the petitioner files any petition for expeditious disposal of the above case, the court below shall consider and dispose of the petition, in accordance with law, as expeditiously as possible and at any rate, within one month from the date of filing of the petition.
