196. Officers to ascertain and perform their duties efficiently.
- It shall be the duty of every subordinate officer to make himself thoroughly acquainted with the duties of his office and the law, rules and regulations for the time being in force relating thereto, and to discharge his duties with zeal, efficiency, honesty, alacrity and regularity.
