Section 29(1) in University of Horticultural Sciences Act, 2009
(1)The Vice-Chancellor shall be the principal executive academic officer of the University and ex-officio Chairperson of the Board, Academic Council and other authorities and shall in the absence of the Chancellor and Pro-Chancellor preside at the Convocation of the University and confer degrees on persons entitled to receive them.
