(2)If the Sub-Divisional Officer finds that the whole or part of the proposal of the Samiti is not in accordance with the provisions of this Code or of these rules, he shall record his disapproval on such Certificate and return the papers to the Bhumi Prabandhak Samiti within the time specified above.
