Section 28(2) in The Himachal Pradesh Town and Country Planning Act, 1977
(2)Where the Director raises any objection to the proposed development on the ground that the development is not in conformity with the provisions of the development plan, the officer shall,-(i)make necessary modification in the proposals for development to meet the objections raised by the Director, or(ii)submit the proposal for development together with the objections raised by the Director to the State Government for decision:Provided that where no modification is proposed by the Director within thirty days of the receipt of the proposed plan by the Government, the plan will be presumed to have been approved.
