Section 92(1)(v) in The U.P. Kshettra Panchayats And Zila Panchayats Adhiniyam, 1961

(v)subject to the provisions of sub-section (4) of Section 52 the power to determine, in accordance with any rules in this behalf, questions arising in respect of the service, leave, pay, allowance and other privileges of all officers and servants employed with the Kshettra Panchayat;
