Section 12(a) in Andhra Pradesh Advocates' Welfare Fund Rules, 1989
(a)Every candidate for election as a member of the Commission shall be proposed by one of the members of the Bar Council and seconded by another. Any member whose name has been proposed may decline to stand for election.
