(2)This regulation shall be applicable to all Distribution System participants including:(a)Distribution Licensee(s) [including deemed licensee(s)];(b)Open Access Customers connected to Distribution Systems;(c)Other Distribution Licensee connected to Distribution Systems;(d)Institutions covered under Proviso 8 of Section 14 of the Act;(e)Embedded Generators; and(f)Consumers.
