(4)[ Notwithstanding anything contained in the foregoing provisions of this section, the budget estimate of the Council for the financial year 1987-88 shall be submitted to the State Government and the approval or otherwise of the said estimate shall be accorded by the State Government in accordance with the provisions of this Act as in force immediately before the coming into force of the West Bengal Council of Higher Secondary Education (Amendment) Act, 1987.] [Sub-sections (2) and (4) substituted by West Bengal Act 13 of 1987.]
