Section 21(1) in Andhra Pradesh Farmers Management of Irrigation Systems Rules
(1)If owing to blindness or other physical infirmity an elector is unable to recognise the symbols on the ballot paper or to make mark thereon, the Polling Officer shall record the vote on the ballot paper in accordance with the wishes of the elector, fold it so as to conceal the vote and insert it into the ballot box.
