ORDER
1. The appellant filed an application under the Right to Information Act, 2005 (RTI Act) before the Central Public Information Officer (CPIO)/General Manager, Power Grid Corporation of India (PGCI), Badarpurghat, Assam seeking information on two points including list of beneficiaries with full address who were awarded surface damage compensation from location No. 17/0 - 18/0 and 19/1 of Srikona to P.K. Bari transmission line.
2. The appellant filed a second appeal before the Assam State Information Commission (ASIC), on the ground that no reply was CIC/YA/A/2016/000294/SB Page1 furnished by the CPIO as well as by the First Appellate Authority (FAA). The said second appeal was forwarded to the Central Information Commission (CIC) by the Secretary & Registrar, ASIC vide letter dated 14.12.2015 for taking necessary action. The appellant requested the Commission to direct the disclosure of the information sought and that he be awarded compensation for the delay.
Hearing:
3. The appellant, Shri Rahul Alom Laskar was not present despite notice. The respondent Shri Abdur Rahman Choudhury, Chief Manager, PGCIL, Badarpur attended the hearing through video-conferencing.
4. The respondent submitted that FAA vide order dated 27.05.2014 had observed that the information sought is voluminous in nature and collating and compiling the same in a single format is an arduous task.
Hence, the appellant was offered an opportunity of inspection of records but the same was not availed by the appellant. Nonetheless, the respondent stated that the appellant may still avail the opportunity of inspecting the records and collect the requisite documents in a CD format (soft copy).
Decision:
5. The Commission, after hearing the submissions of the respondent and perusing the records, directs the respondent authority, PGCIL, to facilitate inspection of the records relating to the RTI application by the appellant within a period of four weeks from the date of receipt of a copy of this order. The respondent CPIO shall also make necessary arrangements for facilitating the procuring of the requisite documents in a CD format (soft copy) by the appellant.
6. With the above observations, the appeal is disposed of.
