(1)Notwithstanding anything contained in Section 23, no right continued under clause (c) of sub-section (2) of Section 15 shall be alienated by way of grant, sale, lease, mortgage or otherwise, without the sanction of the State Government:Provided that, when any such right is appendant to any land or house, it may be sold or otherwise alienated with such land or house.
