Section 23(1) in The Delhi Electricity Regulatory Commission Comprehensive (Conduct Of Business) Regulations, 2001
(1)Records of every Proceeding, except those parts which for reasons specified by the Commission are confidential or privileged or otherwise not to be disclosed to any person, shall be open to inspection either during the Proceeding or after the orders have been passed, subject to such person complying with such terms as the Commission may direct from time to time including in regard to time, place, and manner of inspection and payment of fees.
