Section 230 in The Asansol Municipal Corporation Act, 1990.
230. Collection, removal and disposal of solid wastes. -
(1)For the purpose of securing efficient scavenging and cleansing of all streets, public places and premises in Asansol, the Corporation shall undertake the function of collection, removal and disposal of solid wastes.(2)All matters deposited in public receptacles, depots, and places provided or appointed by the Corporation for collection of solid wastes shall be the property of the Corporation.(3)The Corporation may, by regulation, specify the duties of the owners or occupiers of the premises in the matter of collection of solid wastes and different provisions may be made for premises in different types of occupational uses.(4)The Corporation shall provide vehicles or other suitable means for removal of solid wastes.(5)The Corporation shall provide or appoint in proper and convenient situations public receptacles, depots and places for the temporary deposit of solid wastes including rubbish, carcases and other offensive matters.(6)The Corporation may dispose of the solid wastes in such manner as may be approved by the State Government and at such place within or outside Asansol as it considers suitable:Provided that no place which has not been used before the commencement of this Act for the purpose of disposal of solid wastes shall be so used except in conformity with the provisions of the West Bengal Town and Country (Planning and Development) Act, 1979.(7)Notwithstanding anything to the contrary contained in any other law in force for the time being, no methor or other employee of the Corporation who is employed to remove or otherwise to deal with different kinds of solid wastes shall, without giving the Chief Executive Officer any notice of his intention so to do or without the permission of the Chief Executive Officer, withdraw.
