Section 25(3)(b) in Tamil Nadu Panchayats (Elections) Rules, 1995

(b)The notice shall be published by affixing it at the office of the Village Panchayat concerned and such other place or places as directed by the State Election Commission. It shall also be announced by beat of tom-tom in the Ward or Wards of the Village Panchayat.
